The HR Competency Survey is an instrument which allows a company to measure the critical competencies of its HR professionals. Individual professionals perform self-assessments, and assessments are also provided by the professional's key clients. These assessments can then be compared with national norms compiled over the past decade. The survey instrument measures participants on the dimensions of business knowledge, personal credibility, HR functional capabilities, management of change, and culture management.

Data about HR professionals' competencies are collected using questionnaires. The completed questionnaires are sent to our processing facility to be analyzed. Feedback reports are prepared for both individual participants and their company.

The RBL HR Competency Survey has several unique features which make it the best tool of its kind:

  • Its database is by far the largest in existence. It contains data about over 20,000 HR professionals in hundreds of companies collected over ten years.  

  • It allows comparison of individuals' data to national norms, company norms, and other internal comparisons within the company.

  • Data can be analyzed for the total company, divisions or other operating units, or smaller groups.

  • The 360º data come from multiple sources: line clients, superiors, peers, subordinates, even customers and suppliers if desired.

  • Data about individuals are reported anonymously. A participant cannot identify who said what, except for their one superior's input. Individuals' data are given only to them personally. Only consolidated data are reported to the company.


The HR Competency Survey is used to determine areas of strength in a company's HR function, as well as areas which present opportunities for improvement. The survey can be used in standard form or customized for special applications. Results may even be compared within specific industries.

The survey can provide the basis for development plans for both individuals and the entire HR function, and for broader-scale organizational interventions if desired. "HR for HR", the development of capabilities within the HR department itself, is a critical determinant of an HR function's ability to add strategic value to a business and work higher-value HR agendas.
